RIVIERA BEACH - When hot-weather doldrums slow the ocean fishing action, some offshore anglers stoke the feeding instincts of indifferent fish by dangling live baits from fishing kites.

During a trip last week, South Florida guide George Mitchell flew a kite holding three lines from the starboard side of his 36-foot Contender, Snake Dancer, while fishing live baits from a flat line and a deeper-running, weighted line from the port side.

Then watch his eyes light up. And when he sprints to his truck, don't expect to find him later at Mount Trashmore looking skyward with a ball of string in hand.

Seymour won't be doing anything of the sort. He'll be out on the water, setting up an elaborate system that only a few Virginia anglers employ.

And Seymour will be doing it successfully.

kitesailThe day started quite late for a charter because the captain told us to show up at 8:30 in the morning. He wanted to stay out and hopefully catch a late afternoon bite. We arrived at the marina and a few minutes later the boat was backing into the slip. They had been out catching our bait.

At once I was impressed with the boat. It was rigged for fishing with lots of room, everything in its place, and spotless after hours of bait gathering. Captain Ray invited us aboard and his mate Alex stowed our gear. My eye was caught by something I had never seen before.

With the right equipment, patience, and steady winds in the 10- to 15-knot range, a beginner should have little trouble getting a bait splashing attractively under a fishing kite. Experts can handle all sorts of wind and current conditions, and may fly two kites with as many as three baits under each one.

But like a lot of things, it's best to start simple.

The basic rig consists of a specially designed square kite that is connected to a line attached to a stubby rod and reel. Strung at intervals along the kite line are one or more release clips; these hold your fishing line but let go when a fish strikes.

There are many ways to customize the elements comprising the kite outfit, but novice anglers looking for a quick and proven system can find all that's needed in many tackle shops and catalogues around the state.
